Sorts the discovered beacon list by signal strength so the closest beacon appears at the top.

  • Sort in BLEManager as beacons are discovered (real-time)
  • Sort in ScanView list rendering (display layer)

Requested by @john — beacons are showing up now but need to be ordered by proximity.

Sort the beacon list so strongest signal (closest beacon) appears at the
top. Sorting happens both in BLEManager as beacons are discovered and in
the ScanView list rendering.
